Beyond the
Blame Game.

A collaborative housing continuum for Coastal Georgia and communities across the state.

From debate to delivery

How do we make room for everyone?

Housing debates often focus on who is responsible: builders, municipalities, lenders, or the market. These papers move the conversation toward shared responsibility—connecting community needs, housing choices, financing, and measurable commitments.

The white paper develops a collaborative approach for Coastal Georgia, with lessons for communities across the state. The companion op-ed makes the case for moving from finger-pointing to coordinated action.

A place for everyone

Housing is a continuum.

Communities need a range of options: homelessness prevention and emergency shelter, permanent supportive housing, affordable rentals, neighborhood-scale infill, and sustainable homeownership.

The goal is stable, accessible housing that fits people’s lives and incomes. The continuum is not a ladder everyone must climb toward a single-family home.

Include the Missing Middle.

Duplexes, triplexes, fourplexes, and cottage courts broaden neighborhood housing choices. The papers distinguish building form from income eligibility and examine how affordability commitments can accompany public investment.

Shared work. Clear accountability.

A community-wide partnership.

Drawing on the Georgia Initiative for Community Housing approach, the papers propose collaboration among local governments, builders, lenders, employers, housing and service organizations, real estate professionals, and residents.

Topics include suitable sites, predictable review processes, modular construction, coastal resilience, responsible financing, and a demonstration pilot with measurable outcomes.
